The Substance Abuse Professional (SAP) is a person who evaluates employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.
An SAP represents the major decision point (and in some cases the only decision point) an employer may have in choosing whether or not to place an employee behind the steering wheel of a school bus, in the cockpit of a plane, at the helm of an oil tanker, at the throttle of a train, in the engineer compartment of a subway car, or at the control valves of a natural gas pipeline.
As established in the first Clearinghouse final rule, drivers with a “prohibited” Clearinghouse status are prohibited from operating a commercial motor vehicle (CMV) on public roads. Beginning November 18, 2024, State Driver Licensing Agencies (SDLAs) will be required to remove the commercial driving privileges from the driver's license of an individual subject to the CMV driving prohibition. This would result in a downgrade of the license until the driver completes the return-to-duty (RTD) process.
Our Drug and Alcohol focused education program is specifically tailored to individuals in DOT covered, safety-sensitive positions. SAP SAFE education programs promote responsible behavior and teach about the risks of alcohol and certain drugs. An increase of awareness often translates to a reduced risk of future violations.
